The purpose of an external evaluation is to provide an independent judgement regarding program effectiveness. It is important that the evaluation validate the program by comparing project objectives to project achievements and to verify that project funds were spent to meet the needs of those objectives and achievements.
The role of the external evaluator is to work closely with the Title III/V Project Directors and staff on assessing their projects and to provide them with feedback and recommendations to help make their project a success.
The best time to conduct your Title III/V evaluation is in early September or October after a full year of the project is completed or close to completion. Institutions should have their evaluations completed before submitting the Annual Performance Report (APR).
